Sandwich supervisors

Could it be considered proper cause for submitting a resignation when your supervisors have un-controllable frequency to fulfill their promises, regardless they have been trying or the other way around?

If you don't trust them and the promise failed, it shows the issue of few ppls; 

if you trust them and the promise failed, the problem is even bigger and complicated.
